Economic uncertainty has increased the need for an entrepreneurial environment that is adaptive, inclusive, and capable of supporting business resilience. In Indonesia, government policies and programmes have been developed to strengthen entrepreneurship, digital transformation, and the sustainability of micro, small, and medium enterprises (MSMEs). However, the effectiveness of these efforts depends not only on the availability of programmes but also on governance quality, regulatory responsiveness, and the integration of government support. This study aims to analyse the role of governance, digital regulation, and government support in strengthening entrepreneurship in Indonesia under conditions of economic uncertainty. The study employs a qualitative approach based on a literature review and analysis of secondary data, including government policies, regulatory documents, academic literature, and relevant institutional reports. The findings indicate that Indonesia has established various institutional and policy instruments to support entrepreneurship, including digital public services, business licensing reform, digital transformation policies, financing programmes, and entrepreneurship development initiatives. Nevertheless, challenges remain in policy implementation, inter-institutional coordination, regulatory adaptation, accessibility, digital literacy, and the continuity and targeting of government support. The study argues that entrepreneurial resilience cannot be achieved through digitalisation, regulatory reform, or government assistance in isolation. Rather, resilience is strengthened through the integration of effective governance, adaptive and inclusive digital regulation, and coordinated government support that develops long-term entrepreneurial capabilities. The study contributes an integrated institutional perspective by linking governance, digital regulation, and government support as mutually reinforcing components of an entrepreneurial ecosystem capable of fostering adaptation, innovation, and sustainability amid economic uncertainty.
